My personal opinion on this is that yes, it is. I am 22 and would not date someone younger than 20, and even that is just about okay for me. If my male, also 22, friends started dating someone younger than 18 (and 18 is at a push), I would step in and have a serious word with them.
It's nothing against you and your maturity (for the most part), but I remember being 16 and although I was fairly mature, being 22 I can now see how different life is at both these ages, and how different your emotional and mental state is. It is easier to separate that gap when you are just friends, because your lives aren't so merged and enmeshed together as when you are partners. Although we can laugh and shake our heads, the dividing age of 18 for children and adults is there for a reason. A valid reason. Sixteen and twenty-three really are worlds apart.
I would let him go. That isn't too say that when you are 20 and he is 27 you won't still be friends and still be attracted to each other and want to give it a go (my parents got together at those exact ages!). But that isn't also to say that you won't find someone else to love in the meantime, and the same with him.
For now, I'd give it a miss. Live your life without being more than friends with him, but it may happen later down the line for both of you.
